UDUAGHAN SET TO COMMISSION SECTOR B, UGHELLI-ASABA ROAD DUALIZATION PROJECT

ANU1In its efforts at ensuring good and accessible roads, the Delta State Government said plans have been concluded to commission a section of the Ughelli-Kwale-Asaba Road dualisation project.
Commissioner for Special Duties ( Ughelli- Asaba Road Dualization Project) Hon. David Anuku, made the disclosure yesterday while fielding questions from journalist during an inspection of the road project.
Anuku who was accompanied on the tour by the Commissioner for Land , Survey and Urban Development , Mr. Misan Kubenyen and top officials of the ministry of Works, said it has become necessary for Governor Emmanuel Uduaghan to commission Sector B of the road because of the need to ensure that Deltans have access to good roads.
Anuku said minor rap-up works were still on-going in the sector B road construction, but added that sector B which runs from Arhade to Osissa in Ndokwa East has achieved 98 percent completion due to the excellent way the construction company executed the project
He commended governor Emmanuel Udughan for embraking on the project saying it is party of his administration agenda on infrastural development while giving the construction company ( CCC Construction Company) a part on the back for successfully handling the road project as they worked to specification.
“Our main interest for now is sector B of the road because the governor is desirous to commission that sector, work on sector A is still on-going, as you can see, we are expecting 60 to 70 percent completion for sector A , I must commend the contractors for their level of seriousness , sector B is almost completed as the contractor has done 98 percent of the job”.
“The challenges we are facing has to do with the restiveness of the affected communities in the area of compensation, right of way and the construction of drainages because of the difficult terrain, as they are water logged areas. Also, some people, after collecting compensation, would come back again, to government to ask for more, we have involved the ministry of land and survey and urban development to ensure that this problem is solved”.
Anuku explained that, “as soon as the issues we are having with the contractor handling sector C is settled , harmonized and resolved, work will commence immediately, we are looking at a possible re-design of the entire work plans for sector C, to ensure for speedy completion”.

Commissioner for land, Survey and Urban Development, Mr. Misan Kubenyen pointed out that government was working towards ensuring that outstanding compensations on the Ughelli- Asaba Road Dualization Project was settled with the release of N300 million.
He said the only challenge facing the ministry was the issue of double claims by people are coming for compensation, just as the construction companies excided the surveyed land for road construction, resulting into regular face –off between the community and government.
“It has been long the issue of compensation has been on, but today I can proudly tell you that , they have released monies for the issue of compensation to the valuere , Dan Odiete and Consortium”
He said there are, “some grey areas, in terms of compensation , the beneficiaries are laying claims to so much compensation , but from what I can observe, the construction companies build beyond their work plan, and design of the road , so government is only going to pay for the area they are supposes to pay, so this is the only area of setback in the construction work on the road. So far , government has release over N300 million for sector A of the road, while the compensation for sectors B and C have been paid long ago”.
He pointed out that, “ sector B of the road , is as good as finish, the contractor is only putting finishing touch to the work, any time from now , governor Emmanuel Uduaghan will be going to commission the road, work is still on-going in sector A , while work on sector C has been stalled for some obvious reasons”.
The multi-million naira 149 kilometre road dualization project is one of the star projects of the Delta State government. It was awarded on November 14, 2008 to three contracting firms.
