OKOWA INAUGURATES TRANSITION C’TTEES, SAYS MEMBERSHIP NOT GUARANTEE FOR CABINET APPOINTMENT

David Diai

okoinauThe Governor-elect of Delta State, Senator Ifeanyi Okowa has inaugurated three Transition committees and a Resource Persons committee, comprising ninety-eight Deltans for a smooth transition process, even as he cautioned that membership of the Transition Committees is not an automatic guarantee for appointment into the Executive cabinet in the in-cominig administration.

Speaking at the inauguration committee at Government House, Asaba, Senator Okowa informed Deltans that he would ensure equity and fairness in running the affairs of the state and informed the people that membership of the committee was not an automatic ticket to be members of the state Executive Council.

According to him, the committees which includes Technical Committee on Programme Development/Governance, Committee on Hand Over and the Committee of Night of Praise would ensure the seamless transition in the state.

“The transition from one administration to another is often a defining moment in any democracy, the work can sometimes be burdensome but not overwhelming. It can be challenging but gratifying when it results in a seamless transition and the development of a blueprint that ensures the incoming government starts on a sure and strong footing.”, Senator Okowa stated, stressing “the success or otherwise of any transition process is measured by how quickly an incoming administration is able to get to grips with the work at hands and begins to effectively implement its plans, policies and programmes”.

“The members of these committees to be inaugurated today have been selected based on certain criteria, it does not mean they work harder than others, membership of the committees does not translate to appointment into the state Executive Council, appointment will not be based on the work of the committee or on the recommendation of members of the committees”, Dr. Okowa said.

The Governor-Elect said that the terms of reference for the Committee on Programmes Development/Governance include making preparation for the smooth take-off and implementation of the policies, and programmes of the incoming administration after inauguration; advise on governance structure, size, relationship and best practices that will enable greater efficiency and outcome; examine the 2015 budget and advise in line with work plan, adding that those of the Handover Committee included provision of standard template and guidance for the preparation of handover documents by every ministry; review and give situation reports as regards projects, programmes and activities of the ministry; ensuring adequate documentation of the assets and liabilities of the ministry/agency; taking stock of the resources and staffing of the ministry and relating and coordinating with officials of the state government ministries, departments and agencies, our party and other stakeholders in the state.

Senator Okowa, who expressed special gratitude to Delta Central and Delta South for the massive support and solidarity they displayed, especially in the mass votes turned out by both senatorial zones for the PDP, during the Presidential and Governorship elections, noted that Delta North owed the other two Senatorial zones much gratitude for ensuring that the Anioma axis was finally integrated into the Delta political family, with his victory at the governorship elections.

While reflecting on the emerging political reality that the PDP would now find itself in the opposition for the first time, called on party members to be firm and resolute in the collective effort to rebuild and reposition the party nationally in the next dispensation, even as he cautioned that the days when only few individuals would annex the fortunes of the party and the state and the rest were marginalized, would no longer be condoned in the party as roles would be properly defined and recognition given to deserving party faithful and Deltans.

“We will create space for everybody in the party. Define our roles and define it properly and completely. No more winners takes all mentality”, senator Okowa said.

He then promised that, though he was elected under the platform of the PDP, he would be a governor for all Deltans and ensure that the SMART agenda, on which his administration would be anchored, would ensure prosperity for all Deltans and equitable and progressive Development across the state.

The Delta State Governor-elect, affirmed that there was still the need to continue to tap from the wealth of experience of some citizens in the state and assured that while they may no longer have the dynamism to embrace the demanding challenges of public office, their contributions would still be desired in areas where they can be maximally engaged.

He then enjoined members of the Committees to work diligently and cooperate with one another and other members of the party for the successful transition of the incoming government stressing that “I am asking you to play your part in our quest to build the Delta of our dreams, if you do, then a new and better day of prosperity for all Deltans is within our reach”.

Earlier, the Chairman of the state PDP, Chief Edwin Uzor urged members of the committees to work assiduously and with due diligence and in consultation with other members so as to move the state forward and ensure lasting peace in the state.

The Committee on Programmes Development/Governance has Professor Sam Oyovbaire as Chairman. The Handover Committee has Chief Clement Ofuani as Chairman while that of the Night of Praise has Barr. Richard Mofe-Damijo as chairman. The chairman of the Resource Committee is Prof. Patrick Muogboghare.
