Hon Patrick Onochei, a former Leader of the Local Government Legislative Arm between 2009 and 2011 was inaugurated in a brief, but impressive ceremony at the Executive Chambers of the Local Government at Issele-uku.
The occasion was witnessed by the Vice-Chairman of the Local Government, Hon Udoka Elue, the Leader of the Legislative Arm, Hon Kelvin Okwuechime, represented by his deputy, Hon Richard Anonyei, other members of the Legislative arm, Supervisors as well as the Head of Personnel Management of the Council, Mrs Igbruda and the Treasurer, Comrade Ben Nwajei among others.
In his speech at the occasion, the Chairman of Aniocha North Local Government, Hon Chuks Oseme expressed his happiness over the inauguration of a Secretary to the Local Government, noting that the occasion was a validation of the establishment of the Local Government Executive Committee as well as signifying the unification of the Political and the Administration class of the Local Government Council.
The Chairman stated that having inaugurated his supervisors about seven months ago, the swearing in of the Secretary to the Local Government was remarkable for the fact that it represented the completion of a successful transition process in the Local Government.
He said that the importance of the office of the Secretary to the Local Government cannot be overemphasized, stressing the duties of the secretary is diverse to include coordinating the activities of the various Departments of the Local Government Council, performing as the Chief scribe of the Government as well as liaises on behalf of the Chairman with the Local Government Legislative Arm.
Hon Oseme added that the Secretary to the Local Government as a very important officer is the tripod –stand upon which the entire administration rest, stressing that he could be seen as the pivot that connects the technocrats with the political Office holders.
The Council boss therefore called on the new council boss to see his appointment as a divine call to serve the Government and People of Aniocha North by way of exhibiting high sense of commitment, dedication, loyalty and result oriented adding that the Secretary has come at a time when the proof of leadership and good governance is persistently being demanded by the electorates.
He commended the Delta State House of Assembly for approving the appointment of the Secretary, while calling on every one in the local government area to accommodate, support and cooperate with his administration towards the realization of its set goals which he stated has been keyed into the Smart Agenda of the State Governor, Dr. Ifeanyi Arthur Okowa.
In His acceptance Speech, the Secretary to the Local Government, Hon Patrick Onochei thanked the Chairman for finding him worthy of the appointment and pledged to work towards helping in the realization of the laudable objectives of the administration.
Highpoint at the occasion was the administration of the necessary at of office to the new Secretary by the Executive Chairman of the Local Government, Hon. Chuks Oseme.
Meanwhile and in a related development, the Authorities of Aniocha North Local Government has inaugurated three Verification Committees.
The Chairman of the Local Government, Hon Chuks Oseme performed the inauguration at the Executive Chambers of the Local Government at Issele-Uku.
Among the Committees inaugurated include the Committee on verification of Past Political office holders with Hon Ibe Eboha as the Chairman, Committee on the verification and Audit of Staff of the Local Government Council headed by the Council Chairman, Hon Chuks Oseme and the Committee on the verification and Audit of teachers and non-teaching staff in the 36 Primary Schools within the Local Government area and the Local Education Authority.
Inaugurating the committees, the Chairman of the Local Government, Hon Chuks Oseme stated that the constitution of the committees were in line with the objective reality in the country.
Hon. Oseme said that the persistent fall in the price of crude oil in the international market has made the finances of the local government precarious, hence the urgent need to block all linkages and shore-up the internally generated revenue of the local government.
The council boss assured that the committees are not in any way to witch-hurt any body, stressing that it was rather geared towards putting the finances of the Local Government in the right perspective for the overall interest of the People of the Local Government area who said voted them to office with a view to giving them dividend of democracy.
He decried the situation where virtually all the allocation that comes to the local government goes into payment of salaries for workers of the Local government, primary School teachers as well as past Political Office holders who he noted are less than one percent of the population of the Local Government area.
The Chairman therefore called for the support and cooperation of all and sundry in the area with a view to making the work of the committees successful in the best interest of the Local Government area.
In his acceptance speech on behalf of members of the committee, the Chairman of Primary School Staff Verification and Audit Committee, Hon Udoka Elue who is also the Vice Chairman of the Local Government, thanked the Chairman of the Local Government, Hon Chuks Oseme for the confidence reposed in them while assuring that members of the committee will put in their best towards the execution of the assignment which he noted was a unique call for responsible service to the People of the area.
